RESTRICTED RESIDENTIAL PARKING PERMIT


PERMITS REQUIRED

A motor vehicle may be parked on a street located within a restricted residential parking area during the hours and on the days established for that area if a valid residential or visitors permit is properly displayed. Clearly marked emergency and business vehicles are excluded from the permit requirement.

ELIGIBILITY

Only a resident of the restricted residential parking area may apply for a permit. Application is made on a form provided by the police department. The applicant must provide the following when applying for a permit:

1. A registration certificate for each vehicle to be parked in the residential area.

2. A lease agreement/landlord-tenant agreement or a current utility bill in your name showing the address in the restricted area.

3. Picture identification such as a driver's license.

Not more than one residential parking permit may be issued for each residence in the restricted area. A residence is defined as: "a separate living unit with a separate street address for the unit and has property abutting the street to be controlled". Apartments generally would not meet this definition.

Any person who owns or controls a motor vehicle which has one or more unpaid parking infractions that were issued by the City of Pullman is not eligible to apply for a permit until the infractions have been paid or adjudicated.

Zone Times and Restrictions

In Zone A all vehicles must display a valid permit between 5 p.m. to 8 a.m. 7 days a week.

In Zone B all vehicles must display a valid permit between 7 a.m. to 6 p.m. 7 days a week.

VISITOR PERMIT

Any person eligible for a residential permit is also eligible for a visitor permit. Only one visitor permit may be issued. The visitor permit may be used on any vehicle.

The current fee for permits is:
Residential Permit $10.00
Visitor Permit $5.00


PERMIT PLACEMENT

The residential and visitor permits come with a hanger. These must be placed over the rear view mirror to be in compliance. failure to do so will result in an infraction.

PARKING AVAILABILITY

The issuance of a residential or visitor parking permit does not guarantee that there will be a parking space available for the permit holder.

PERMIT EXPIRATION

Residential and visitor permits shall expire on July 31 of each calendar year. No part of the parking permit fee shall be pro-rated or refundable. Residential and visitor permits automatically expire when the permittee no longer resides in the restricted area.

VIOLATIONS

It is unlawful to;

1. Park a motor vehicle in a restricted area during the hours and on the days posted without a valid permit properly displayed on the vehicle.

2. Attempt to display a parking permit from another restricted residential parking area.

3. Display an altered, forged, expired or stolen permit.
