College Hill Parking Proposal for Seasonal Street Maintenance 

PULLMAN – Each winter, the narrow roadways and on-street parking in the College Hill core area (which includes the area South of Stadium Way, East of Grand Avenue, North of Maiden Lane/Oak Street, and West of WSU campus) add to the already difficult job of City of Pullman Maintenance & Operations staff who work to complete seasonal maintenance tasks. As seasonal maintenance, including gravel and leaf removal, are needed in the City of Pullman, it becomes increasingly difficult for crews to effectively clear this area, especially when on-street parking is at full capacity while WSU is in session.

The buildup of snow and ice during the winter months, particularly around parked vehicles, further narrows the drivable areas of these roadways. As a result, City snowplows are less effective in clearing a drivable path, resulting in streets that are difficult to navigate. Often, twoway streets are reduced to a single lane of travel. Other roadways are impassible, restricting access for residents, visitors, and emergency vehicles.

In order to improve City services by facilitating snow, gravel, and leaf removal, the Pullman Police Department and City of Pullman Public Works Department have devised a possible solution. By prohibiting overnight parking in particular areas during WSU fall, winter, and spring breaks, crews would be better able to perform the seasonal maintenance work that is needed to keep the College Hill core area clean, safe, and driveable.
