Indecent Exposure Arrest

PULLMAN – The Pullman Police Department made an arrest today following a month long joint investigation with WSU Police Department of a reported male exposing himself on Pullman Transit buses on the WSU Campus and in the City of Pullman.  On 12-11-12 at about 12:00 PM, Pullman Detectives arrested Andrew M. Payne (Age 21, Date of Birth 10/4/91) for indecent exposure (RCW 9A.88.010) which is a gross misdemeanor.

This investigation started on November 8, 2011 with a report of an exposure incident to the WSU Police Department.  Security Video was obtained from the Pullman Transit Department and a joint investigation was initiated between the WSU Police Department and the Pullman Police Department.  Several pictures of the suspect were posted on the Pullman Police Department Website under the "Can You I.D. Me?" section.  Yesterday, a Pullman Police Officer recognized a person matching the posted photos and identified him.  Pullman Police Detectives continued the investigation and interviewed Andrew Payne today, who confessed to the incidents.  To date, four exposures being investigated are believed to have been committed by Payne, who is a Pullman resident.
