A message to our utility service customers:


Utility rates help cover the costs associated with the City’s water system, sewage collection, wastewater treatment plant, stormwater infrastructure, and engineering services, all of which play a critical role in providing quality utility service.

In order to better align customer utility rates with the rising costs needed to operate and maintain Pullman’s utility systems,  a 4.5% rate increase that was recently approved by City Council will be reflected on your November utility bill.

Why is this happening?
Inflation has affected the price of nearly all essentials we use to keep utility services online and functioning optimally. Everything from utility parts and pipe fittings to fuel for City vehicles down to the energy used to run facilities, pump stations, and wells—all of these necessities simply cost more.

For reference, water and sewer rates have stayed consistent since 2019, and stormwater rates last increased in 2011. Since 2019 and 2011, the Consumer Price Index has jumped 15% and 31%, respectively.

When was the rate increase approved?
The City of Pullman Public Works team recommended a 4.5% rate increase, and Council approved the measure at the City Council meeting on September 27, 2022. Watch Public Works Director Shawn Kohtz’s presentation to Council via YouTube here.

The City of Pullman provides and maintains water, sewer, and stormwater utility services.
Safe drinking water, and properly treated wastewater are essential components of preventing disease, and protecting the environment. Stormwater  management is also vital in ensuring the health of area waterways, and the ecological system as a whole.
