
RESUBMITTAL OF SEPA DOCUMENTS
NOTICE OF MITIGATED DETERMINATION OF NONSIGNIFICANCE
NOTICE is hereby given that the City of Pullman has issued a Preliminary Mitigated Determination of Nonsignificance (MDNS) pursuant to the rules of the State Environmental Policy Act for a proposal submitted by Mader Development which involves excavating and crushing rock for use throughout the construction of adjacent development. The 342 acres has been planned for residential and a small amount of mixed use on the main corridor. The reclamation plan for the rock excavation areas is to enhance the area for benefit of the surrounding subdivision, including a future park, stormwater pond, mixed use or commercial space, and residential housing. The proposal is located on the northwest corner of the City of Pullman within the southwest ¼ of Section 30, Township 15 North, Range 45 East W.M.
The conditions applied to this proposal by means of this MDNS are as follows:
- The developer shall obtain approval from Washington State Department of Transportation (WSDOT) for any portion of the project located within former SR 276 right-of-way, prior to the issuance of any permits for the project. The quarry site itself and any associated stockpiles areas shall be located outside former SR 276 right-of-way, unless otherwise approved by WSDOT. WSDOT provided comment by e-mail on 9/16/19, indicating “the applicant needs to investigate alternate access that does not involve the use of the WSDOT right of way as a means to access the quarry.”
- Prior to initiating any activity associated with this project, appropriate zoning permits and approvals shall be obtained. Pullman Zoning Code standards allow rock quarries as a conditional use in the I1 Light Industrial or I2 Heavy Industrial zoning districts.
- The developer shall follow the recommendations and guidelines of the noise study prepared by SynTier Engineering and received by City staff on November 8, 2022.
- The developer shall follow the recommendations and guidelines of the hydrogeological report prepared by GeoProfessional Innovation, dated October 6, 2022.
- Prior to any permits being issued by the City of Pullman, the developer shall obtain a Sand and Gravel General Permit from the Washington State Department of Ecology. The Sand and Gravel General Permit is required by the City of Pullman regardless of the size of disturbance.
- Prior to any permits being issued by the City of Pullman, the developer shall obtain a Surface Mine Reclamation Permit from the Washington State Department of Natural Resources. This permit shall contain a reclamation plan. The Surface Mine Reclamation Permit is required by the City of Pullman regardless of the size of disturbance.
- The developer shall follow the dust control and erosion plans received by the City of Pullman dated November 23, 2022.
- If rock products are to be transported via public roadways, the developer shall submit a traffic impact study (TIS) for the project review and approval. The TIS shall evaluate, at a minimum, the project’s traffic impacts at its connection to Albion Road or Terre View Drive to SR 27.
