Notice of Application - General Permit for Biosolids Mgmt.

Notice is hereby given that City of Pullman Wastewater Treatment Plant is applying to the Washington State Department of Ecology for coverage under the General Permit for Biosolids Management.

Biosolids are produced at City of Pullman wastewater treatment facility located at 1025 NW Guy Street and applied to farm land located near Johnson Road, Washington, within Sections 2, 3, 11, 13, 14, 15, 23 and 24, Township 13 N, Range 45 East, and Sections 34 and 35, Township 14 N, Range 45 East; all sites are located within Whitman County. City of Pullman Wastewater Treatment Plant’s Application for Coverage under the General Permit for Biosolids Management and a Site Specific Land Application Plan address the management of the material at this site, and a General Land Application Plan addresses how future land application sites will be identified and managed. Future proposals for new sites will be consistent with an approved General Land Application Plan, additional environmental review will be completed at that time, and public notice will be provided consistent with Chapter 173-308 WAC, Biosolids Management, including posting of the potential land application site for at least 30 days. At this time City of Pullman Wastewater Treatment Plant does not provide biosolids to any other facility, however in its permit application, City of Pullman Wastewater Treatment Plant has maintained the option of transferring its biosolids for further treatment to any facility permitted to accept it or to have its biosolids managed by any permitted biosolids beneficial use facility.

Any persons wishing to comment on this application or desiring to present their views regarding this application to the Department of Ecology must do so in writing within thirty days of the date of newspaper publication of this notice. Comments should be addressed to Terri Costello at the address below.

Any person wishing to request a public hearing or meeting regarding this proposal must direct a written request to Terri Costello at the address below by the close of the comment period.

If you wish to be included on an interested parties list to receive notification of activities relating to this project, please notify, in writing, Public Works Director Shawn Kohtz, PE at the address below. City of Pullman Wastewater Treatment Plant will provide written confirmation by certified mail, return receipt requested, to each interested person or organization that their name has been placed on the list.
