1. The city expects to require the professional services of consultants from time-to-time. Small projects typically include minor remodeling plans for city buildings, review of specialized plans, soils testing and analysis, technical studies and reports, engineering plans for minor roadway and utility projects, property surveys, and other surveying services.
2. The city of Pullman maintains a roster of interested consultants in architecture, engineering, and land surveying. To be included on the roster, each consultant needs to complete a "
Consultant Roster Registration" form.
3. Consultants on the roster will be routinely notified of Consultant Proposal Requests in accordance with the department's written policy.
4. Consultants for small projects (fees less than $50,000) are generally selected from the roster without additional announcements.
5. Consultant selection shall be made in accordance with the department's written policy.

The City of Pullman, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
7. In order to qualify for selection on projects with federal funds, the consultant and any subconsultants must have a federal acquisition regulation compliant indirect cost rate or a compliant safe harbor rate at the time of selection.
