The mission of Neill Public Library is to provide an open environment in which  people have free access to a wide variety of stories, ideas, information and opinions.

The Vision

Neill Public Library is a gateway to the world of knowledge providing free access to ideas, information and the richness of human culture. The library offers a stimulating, safe environment for discovery and exploration as well as a beautiful, comfortable setting for reading and relaxation.
The library affirms its historic commitment to young people while encouraging literacy and love of learning in all. In the heart of downtown Pullman, the library is a vibrant community center welcoming people with diverse interests, abilities and backgrounds. 
The library staff commits to excellence in service based on community needs. In collaboration with other libraries and community organizations we creatively develop service options and integrate emerging technologies. As a key asset to the community, the library appreciates sustained support from its many patrons, the Friends of the Library and the City of Pullman.

Board of Trustees

Neill Public Library Board of Trustees

The Library Board consists of five (5) members appointed by the Mayor and confirmed by the City Council. There is an ex-officio member of the Library Board who is a member of the City Council. Trustees shall be appointed to fill a term of five (5) consecutive years or the remainder of an unexpired term. Trustees may serve no more than two (2) consecutive terms.

The Library Board meets on the 3rd Wednesday of each month at 3 p.m. at Neill Public Library. Duties and responsibilities include supervision and care of all library property; employ the library director and assistants as necessary; prescribe duties, fix compensation and remove for cause; submit a budget annually to City Council for approval; have control over library finances; create and adopt bylaws, rules and regulations for board guidance and government of the library; lease or purchase land for a library building; lease, purchase or construct a library building; acquire other property as needed for a building; accept gifts to the library; purchase books, periodicals, maps and supplies for the library; other acts necessary for the orderly and efficient management and control of the library.

The Neill Public Library Board of Trustees has established the following policies to provide a safe and welcoming service environment for all.  The Board supports the library in its commitment to intellectual freedom and freedom of access to information for all patrons regardless of age, sex (including sexual orientation and gender identity), race, color, religion, creed, marital status, familial status, national origin, honorably discharged veteran or military status, the presence of any sensory, mental or physical disability, or the use of a service animal by a person with disabilities, or any other protected class under federal law.
