Traffic Control

Throughout the year, the City of Pullman carries out various projects that may install, improve, repair, or maintain components of our infrastructure. From maintaining roadways and traffic signals to stormwater and sewer systems, there's a lot to do! These projects, while necessary and valuable, can inconvenience pedestrian and/or auto traffic, depending on the size, location, and duration of the work.

We want to keep you informed with timely, useful, and accurate information so you can prepare by either avoiding the area or managing the inconvenience. Also, we consider the safety of the public and work crews our highest priority.

If you're driving and you approach a work zone, please show crews respect by:

  • Slowing down
  • Abiding by posted signs and flaggers
  • Driving attentively and limiting distractions

City Projects
Project Downtown - Parking & Transportation Committee
Current information on Project Downtown can be found on Welch Comer's website, https://projectdowntownpullman.org/

Resolution R-17-24 created an ad-hoc Parking and Transportation committee for the duration of Project Downtown to enhance the ability to respond efficiently and react quickly to unanticipated issues and changing conditions that may arise during project construction and to maintain and maximize services and operations by addressing temporary solutions in the affected area. 

The committee is composed of the following members:
  • Mayor, acting as Chairperson - (Francis Benjamin)
  • City Councilmember appointed as Mayor Pro-Tempore (Pat Wright)
  • City Councilmember appointed as Alternate Mayor Pro-Tempore (Eric Fejeran)
  • Chief of Police (Jake Opgenorth)
  • City Engineer (Cara Haley)
  • Fire Marshal (Darren Jones)
The community may communicate any requests for changes the Ad-Hoc Parking and Transportation Committee should take under consideration.

Traffic Signal Pole at Intersection of Main Street and Kamiaken Street, Starting June 5th

Kamiaken Street is closed, between Olsen and Main Streets, on August 17th to facilitate the traffic signal replacement at the intersection of Kamiaken  and Main Streets. Kamiaken Street will be opened back up to traffic at the end of the work day.

Friday, August 4th at 6:30 a.m. - 2 p.m. Kamiaken Street, between Olsen and Main Streets, will be closed for the pouring of the base for the new traffic light. Please anticipate one more closure of this block for the final setting in place of the new traffic light pole within the next few weeks. This project is scheduled to be completed by August 18.

Removal of the damaged traffic signal's foundation will take place on Thursday, June 22nd at 4:00 p.m. through Friday, June 23rd at 10:00 p.m. The section of Kamiaken Street, between Main and Olsen Streets, will close for the duration of the work.

The traffic signal pole at the NE corner of the intersection of Main St. (SR 270) and Kamiaken St. was significantly damaged in a hit and run motor vehicle accident on the night of June 5. As a result, the signal is not functional. Work is scheduled to attempt to replace the traffic signal pole.

Currently, the intersection is being controlled using stop signs on each approach. The City is investigating this and looking at the best solution to repair this signal and determine an estimated timeline to complete the necessary repairs.

Kamiaken Water Line Replacement Project, Starting July 24th

Details: The City of Pullman will be replacing the water line that was damaged in April of this year near Kamiaken Street in the Palouse River. The installation will begin on July 24th and will take three to four weeks, ending in mid-August. NE Olsen Street, from the Neill Public Library parking lot entrance to Kamiaken Street, will be closed for the duration of the project. Detours will be in place. NE Olsen Street will be reduced to one-lane traffic on Friday, July 21st for prep work.

Please note that access to the library parking lot will remain open for the duration of this project. Additionally, no driveways, parking lots, or alleys off of NE Olsen Street will be blocked, this includes the Cougar Plaza lot and alley which will also remain open. Pedestrian access to businesses in the closed area will also be available.
Street Crack Filling Throughout Pullman, Starting July 5th

Details: The City of Pullman has contracted with Stripes-A-Lot for a crack filling operation throughout Pullman in an effort to fill existing cracks in asphalt around town and extend the life of Pullman's roads. The operation is completely mobile and locations will vary. Be cautious and give room if you notice their moving traffic control.
Resurfacing of Bishop Boulevard, Starting June 20th
The City of Pullman has contracted with Motley-Motley, Inc. of Pullman to resurface Bishop Blvd. The project begins on June 20, 2023. Work is scheduled to be completed by August 11, 2023.

This project will consist of grinding and resurfacing the following portions of Bishop Blvd.:

To ensure that two-way traffic will continue on Bishop Blvd. throughout the entire construction process, lane shifts will be in effect as needed. Do expect delays during active construction.

Resurfacing of Merman Drive and Westwood Drive. Starting June 7th
The City of Pullman has contracted with Motley-Motley, Inc. of Pullman to resurface the following street segments:

Work is scheduled to begin on or about June 7, 2023 and be completed by October 13, 2023. 
Project streets will be closed to thru traffic in two phases during construction. Phase 1 closes Merman Dr. In Phase 2, work will shift to Westwood Dr.
 
Local residents will be allowed access to the closed work areas, but should drive slowly and  cautiously and expect delays during active construction.

Details: Installing lights in parking lot;  SE Paradise Street from Grand Avenue to SE Pine Street will be reduced to one lane. Work to be performed by Avista.

Details: Drive Thru Nativity Scene by Living Faith Fellowship from 5:00-9:00 p.m. Thursday, December 7th - Saturday, December 9th. SW Daisy Street will be closed with detours. Flaggers will be on site throughout the event.

October 2023

Details: A small section of NW Charlotte Street as well as the adjacent sidewalk will be closed due to sewer work.. Work to be performed by Roach Construction.

Details: Sewer service repair on SE High Street will cause the sidewalk to close. The street will remain open to traffic. Work to be performed by Roach Construction.

Details: A small section of SW Spruce Street will be closed beginning October 9 for up to three days total.

Details: Utility work will result in the closures of NE Garfield Street, between Monroe and Indiana Streets and NE Monroe Street, between Garfield and Michigan Streets, along with traffic detours and sidewalk closures. Work to be performed for Avista.
