SEPA 24-01 Les Schwab - Modernization

NOTICE is hereby given that the city of Pullman has issued a Preliminary Mitigated Determination of Nonsignificance (DNS) pursuant to the rules of the State Environmental Policy Act for a proposal submitted by Les Schwab Tire Center which involves:
2,315 square foot addition to the existing warehouse building, to operate as a "show room", including pavement improvements to add accessible parking and access.

The proposal is located at 160 SE Bishop Boulevard, Lot 1, Chipman Subdivision No. 1, within the northwest ¼ of the northwest ¼ of Section 8, Township 14 North, Range 45 East W.M.

The conditions applied to this proposal by means of this MDNS is/are as follows:

  1. The applicant must prepare and submit a traffic impact study with the development site plan application. The study shall evaluate any improvements needed to SE Bishop Blvd. and/or both driveways necessary to reduce conflicts and traffic congestion on SE Bishop Blvd. This includes mitigating the possibility of traffic backing up into the S. Grand Ave. / SE Bishop Blvd. intersection. The site plan shall provide for any off-site mitigation as determined by the said traffic impact study.
Those who wish to comment to the city regarding the issuance of the DNS must address their remarks to the Responsible Official, RJ Lott, AICP Director of Community Development, by 5:00 p.m. on March 11, 2024.
